Since footnote2 has a higher precedence footnote 3 and 4 get cancelled.

we can place ten footnotes for one report

Footnote2 will overrule footnote3 and 4
Footnote will overrule all footnotes.

2. it comes to proccedure statement
If you make a change to footnote2 in the PROC PRINT statement then all footnotes after are cancelled. Hence footnote 3 and footnote 4 are cancelled.
